Tahoe is a dog paradise. Whether you’re on the trail, at the brewery or over at a friend’s house for a barbecue, chances are dogs will be running around like kids. But giving dogs that much freedom requires trust, clear boundaries and reliable behavior.

Skylar Bickart is the founder and head trainer of Skye’s the Limit Dog Training in Truckee. The company was recently named the 2026 Best of North Lake Tahoe & Truckee winner for animal training.

Skylar’s philosophy goes well beyond teaching commands. She wants dogs and their owners to have the confidence to experience more of life together here in Tahoe.

“The more freedom we give our dogs, the more reliability we need from them.”

A Lifelong Interest in Dogs

Skylar’s path to a career training man’s best friend started early. At eight years old, she ran a neighborhood dog-walking and sitting business. She would even bring the dogs home and train them on a PVC agility course her parents had given her.

She went on to study animal science and work at a veterinary hospital for three years, initially planning to pursue veterinary behavior work. But her own dog would ultimately change the direction of her life.

The Dog Who Changed Everything

While in college, Skylar got a Weimaraner named Sterling. He hated being touched, was extremely reactive toward people and dogs, and was willing to bite. Skylar tried multiple approaches, but Sterling’s behavior only became more difficult.

“I joke that I loved him, but I really did not like him very much that first year.”

Medication was a major part of Sterling’s treatment at the time. Skylar felt that, in his case, his behavior continued to get worse rather than improve. The experience pushed her to look beyond managing the behavior she could see and begin asking what was driving it beneath the surface.

Skylar eventually realized the problem wasn’t simply that Sterling disliked certain people or dogs. It was the intensity of his reaction whenever he felt uncomfortable.

“Once I accepted who he was instead of trying to make him love everyone, we could focus on tolerance, confidence and helping him navigate those situations without feeling like he needed to react.”

Taking away some of the pressure for Sterling to be “perfect” gave him room to relax. Skylar began seeing a playful, goofy side of him that had been buried under all that stress. Ironically, once she stopped putting so much pressure on fixing the problematic behaviors, she became more successful at changing them.

Sterling will never love every dog he meets, but today he can handle nearly anything Skylar asks of him. He has flown on planes, traveled with her and regularly hikes alongside a rotating pack of eight to ten dogs.

The dog who once hated being touched is now social with people, loves to cuddle and sleeps under the covers in Skylar’s bed every night.

The experience sparked Skylar’s interest in behavior modification, emotional regulation, communication and the relationship between dogs and their owners. She eventually found a mentor and began working with more dogs.

She never intended to build a company, but people kept asking for her help. Recognizing the need for services like hers ultimately led to Skye’s the Limit in 2020.

“I never really set out to build a business. I just loved the work, people kept asking for help, and Skye’s the Limit grew into something much bigger than I ever imagined.”

Looking Beyond Obedience

Her experience with Sterling helped shape what Skylar calls “whole-dog” training. Rather than measuring success only by whether a dog follows commands, she looks at the emotional, mental and physical factors influencing its behavior.

A dog can appear obedient in a controlled setting while still struggling with anxiety, reactivity, overarousal or an inability to recover from stress in everyday life. For Skylar, obedience matters, but it is only one part of building a dog that can confidently make good decisions in the real world.

“A dog can know every command in the book and still be struggling emotionally, mentally or physically.”

Skylar puts that philosophy into practice through a four-part system:

• State: The dog’s emotional, mental and physical well-being.

• Structure: Predictability, accountability and clear expectations.

• Skills: Obedience, coping mechanisms and communication between the dog and owner.

• Standards: Bringing everything together into reliable behavior and a better quality of life.

Skylar wants dogs to understand what is expected of them while remaining confident, emotionally stable and able to enjoy being dogs.

Owner education is also a central part of the process. For the work to last, owners need to understand how to communicate with their dogs and maintain the progress made during training once they are back home.

Training for Life in Tahoe

Like most dog parents in Tahoe, we want a companion who can experience everything living here has to offer. We expect our dogs to navigate trails, wildlife, other dogs, crowded patios, travel and constantly changing environments.

But just because a dog lives here in paradise does not automatically mean it is ready for all of those experiences.

A dog that cannot reliably recall away from other dogs, people or wildlife should not be off leash. A dog that cannot settle in a busy public place may not be ready to join you on the patio.

Skylar’s training focuses heavily on:

• Reliable recall

• Neutrality around people, dogs and wildlife

• Environmental confidence

• Emotional regulation

• Adaptability

• The ability to settle and switch off

The goal is to help families safely include their dogs in more of their lives.

“We train for real life, not the ideal version of it.”

Giving a Family Its Dog Back

One transformation that has stayed with Skylar involved a five-year-old Goldendoodle whose family had nearly exhausted its options.

The dog had been involved in numerous fights, had bitten several people and had already worked with three trainers and completed another board-and-train program before coming to Skye’s the Limit.

Skylar believed the dog needed more than obedience work. Beneath the aggressive behavior, she saw a dog that lacked confidence and had learned to control situations as a way to create safety when she felt uncomfortable.

Once the training began addressing what Skylar believed was driving the behavior, the dog started to change. By the time she returned home, she was playing with other dogs, comfortable around people and able to experience the world differently.

Several years later, the progress has lasted. The Goldendoodle now attends the family’s children’s soccer games, joins them at restaurants and even goes mountain biking with them each week.

More importantly, the family went from feeling frustrated and resentful toward their dog to genuinely enjoying life with her again.

“For me, the most meaningful part is not how dramatic the transformation was. It is what that transformation gave back to both the dog and her family.”

Recognition From the Community

For Skylar, the recent award was an opportunity to step back from the long days and recognize the impact of her work.

Skylar has lived locally for more than five years and, like many small business owners, remains involved in nearly every aspect of the company. Most of its growth has come through word of mouth.

People see a well-trained dog in the community and ask the family how they achieved those results. That family shares its experience, and another dog owner begins to see what might be possible.

Her dad was also the one who nominated her for this Spotlight. Skylar says her parents have supported her “every step of this crazy dog life journey.”

What Socialization Actually Means

One of the biggest misconceptions Skylar sees is that a well-socialized dog should greet every person or animal it encounters.

Encouraging constant interaction can unintentionally create dogs that become overly excited, frustrated or anxious whenever they are unable to say hello. A dog can enjoy people and other animals without needing to interact with every one of them.

For Skylar, socialization means teaching a dog to feel confident and comfortable around different people, animals, environments and distractions. The goal is neutrality: a dog that can calmly coexist with the world around it and look to its owner for guidance.

Dogs are not born knowing how to navigate the human world. Owners have to teach them.

“Good socialization is not about raising a dog who wants to say hi to everyone. It is about raising a dog who can confidently move through the world without feeling the need to interact with every person, dog or distraction they encounter.”

Helping People Do More With the Dogs They Love

Sterling challenged Skylar’s relationship with him, but he also pushed her to look beyond visible behavior and ask what was happening beneath the surface.

“Successful training was never about turning him into a different dog. It was about understanding the dog I had, building his confidence and giving him the skills to experience so much more of the world with me.”

That lesson now sits at the center of Skylar’s work. Through Skye’s the Limit, she helps owners build the trust, communication and reliability they need to experience more of life with their dogs.

Four programs, one club

Last Wednesday, I published our first Local Spotlight: Four Programs, One Club: Inside Auburn Ski Club’s Mountain Community.

The story explores how ASC has spent nearly a century creating pathways into Alpine skiing, Nordic skiing, snowboarding, and biathlon while building a multigenerational community on Donner Summit.

ASC will host a community open house this Sunday, September 20, from 1 to 3 p.m. at the Training Center. The afternoon is expected to include a Dryathlon relay, coach Q&A, and a walk along the Nordic trails highlighting improvements completed over the summer.

Winter registration is also open for all four programs, with prices scheduled to increase by $150 after October 6. Applications for the ASC Legacy Foundation’s needs-based scholarships are open through October 17.

LOCAL NEWS & COMMUNITY UPDATES

Palisades announces upgrades for the coming winter

Palisades Tahoe is investing $3.2 million in remote avalanche mitigation systems across Palisades and Alpine. The additions include Gazex and Gazflex exploders, Wyssen avalanche towers, and a new CATEX cable system.

Gazex and Gazflex exploders are fixed, gas-powered devices that create a pressure wave above the snow to disturb weak layers. Wyssen avalanche towers store explosive charges in a deployment box at the top of a tower, then remotely lower and detonate one above the snowpack. The CATEX system uses a permanent cable to carry explosive charges to selected avalanche starting zones. All three are designed to help patrol treat avalanche-prone terrain more quickly, including during storms and poor visibility.

The resort is also expanding snowmaking along Mountain Run to improve early-season coverage and extend top-to-bottom skiing later into spring. Apex Club will return for its second season, and opening day is scheduled for November 25, weather and conditions permitting.

SNOW Museum moves closer to reality

The proposed Sierra Nevada Olympic & Winter Sports Museum and Community Cultural Center received unanimous approval from the Placer County Planning Commission on August 27.

The approximately $20 million, two-story museum would be built in Olympic Valley Park and celebrate the 1960 Winter Olympics and the broader history of snow sports throughout the Sierra. The proposal is expected to go before the Placer County Board of Supervisors on October 20.

TART adds real-time tracking

TART riders can now track vehicles and plan trips in real time using the TART Connect and Transit apps.

The technology arrives alongside TART’s fall schedule, which runs through December 11. Fall service includes night service on the North Shore and on-demand TART Connect service until 10 p.m.

Truckee artists receive community mini-grants

Nevada County Arts & Culture awarded $14,000 to 14 local artists through the third round of the Truckee Cultural District Mini-Grants Program.

The funded projects include writing workshops, public art, live music, exhibitions, community gatherings, film screenings, and an October Halloween zine event at Dark Horse Coffee. One of the first upcoming projects is Joseph Chang’s free sunset cello concert at Alibi Ale Works on September 24.

Tahoma Grid earns Firewise certification

The Tahoma Grid Firewise Committee has received official Firewise Community certification, covering more than 900 parcels.

Property owners participating in home hardening and hazard reduction may also qualify for reduced fire insurance premiums by submitting the community’s current Firewise certificate to their carrier.

Nevada County wants input from east county residents

Nevada County has opened an east county community survey asking residents what county services are working, what may be missing, and what the community will need in the future.

The county will also hold a public meeting on October 22 at 5 p.m. in the Donner Room at the Joseph Center in Truckee.

Solar property tax exclusion approaches its deadline

California’s active solar energy system property tax exclusion is scheduled to expire January 1, 2027.

A qualifying solar installation must be completed before January 1 to receive the current exclusion. Projects still under construction when the deadline arrives will be assessed as new construction unless the state enacts an extension.

Donner Summit is not known as the most hospitable place. Winters are long, storms are fierce and snow piles up by the foot. Yet for nearly a century, Alpine and Nordic skiers, snowboarders and biathletes of all ages, abilities and ambitions have called the Summit and Auburn Ski Club Training Center home.

ASC is a place where athletes learn, grow and pursue their goals. Generations of families have connected here through a shared love of mountain sports. Athletes become coaches and mentors, passing what they have learned to the next generation and keeping one of the Truckee and North Tahoe region’s great traditions alive.

While ASC may be best known for developing athletes, its larger purpose is creating relationships with mountain sports, the outdoors and one another that can last a lifetime.

“It is more than a place to train,” said Amy Warren, executive director of ASC Training Center. “It is a community where athletes grow up, families connect, coaches mentor, and people can stay involved in mountain sports throughout their lives.”

Four programs, one club

Based at 7,040 feet on Donner Summit, ASC Training Center is a nonprofit mountain-sports community that brings together four disciplines: Alpine skiing, Nordic skiing, snowboarding and biathlon.

ASC’s motto: “Four programs, one club.”

While most ski clubs specialize in a single discipline, ASC is one of the few organizations in the country to bring all four together. Athletes may use different equipment, train at different facilities and pursue different competitive goals, but they share a community, coaches and mentors, and the opportunity to learn from people following many different paths through mountain sports.

“ASC can support a child discovering skiing, a teenager competing regionally or nationally, and an adult who simply wants to stay connected to the sport,” Warren said. “There isn’t just one pathway to success here.”

That breadth is reflected throughout ASC’s programming. Nordic instruction begins with play-based programs for children as young as four. Alpine programs offer development and competition pathways for young skiers, while snowboard programming ranges from recreational riding to athletes with professional and Olympic ambitions. Biathletes train at what ASC describes as the only Olympic-distance, year-round biathlon range in the West.

The organization also operates the ASC Nordic Center, with 25 kilometers of groomed trails open to the public through season passes and day tickets.

Together, these programs make room for athletes of different ages, interests and ambitions while keeping them connected through a shared club identity.

Nearly a century on the snow

ASC’s roots stretch back to 1928, before Sugar Bowl, Boreal or Palisades Tahoe existed.

The club was founded by a group of people who loved skiing and wanted to create opportunities for others to experience winter sports. Since then, ASC has evolved alongside skiing itself, connecting Tahoe’s early ski culture with today’s world of year-round training, specialized facilities and international competition.

Its history includes several milestones in the development of winter sports on Donner Summit:

• 1928: Auburn Ski Club was founded and built the first engineered ski jump in the West.

• 1932: The club advocated for keeping Highway 40 open throughout the winter.

• 1969: The Western SkiSport Museum opened on Donner Summit.

• 1989: The modern ASC Training Center was established on Donner Summit.

• 2023: ASC installed California’s first permanent Nordic night-lighting system.

The facilities and programs look very different today, but Warren said the founding spirit has remained remarkably consistent.

“At the heart of ASC is access,” she said. “Creating opportunities for people to participate, develop as athletes, build character and become part of a mountain community.”

Developing people, not just athletes

At ASC, making an Olympic team or winning a World Cup is not the only measure of success.

Coaches provide technical instruction, but they also help young athletes develop confidence, resilience, independence and personal responsibility. The goal is not simply to produce faster skiers or stronger competitors. It is to help young people grow while building a lasting relationship with the outdoors.

Families are active participants in that process. Parents volunteer, help operate races and events, and form friendships that can continue across seasons and even generations.

“Success at ASC isn’t just producing elite athletes,” Warren said. “It’s producing people who love mountain sports enough to stay connected for life.”

Bernie Nelson comes full circle

Few people represent that idea better than Bernie Nelson.

Nelson grew up as an ASC Nordic athlete, surrounded by coaches and mentors who helped shape her love of the sport. She went on to become a coach, mentor and advocate herself, and her career eventually took her to the highest levels of Nordic skiing.

After representing Auburn Ski Club in a World Cup coaching-development program, Nelson joined the U.S. Cross Country Team’s coaching staff. She has continued to remain connected to ASC and support the community that helped develop her.

Her story captures the generational cycle at the heart of the organization. A young athlete receives support, grows within the sport, reaches its highest levels and then helps create opportunities for the athletes coming behind her.

“Her passion for the sport was shaped by the coaches and mentors who invested in her as a young athlete, and today she is providing that same experience for the next generation,” Warren said. “To me, that is what success at ASC looks like.”

Access requires a community

As nearly anyone who participates in mountain sports knows, they can carry significant financial, logistical and geographic barriers.

Creating access therefore requires an entire community.

ASC’s coaches teach and mentor. Families and volunteers make programs, races and community events possible. Staff operate the programs, trails and facilities. Donors help ensure those opportunities remain available to future generations.

The ASC Legacy Foundation serves as the philanthropic partner to ASC Training Center. While the Training Center operates the programs and facilities, the Foundation raises money to strengthen the organization and expand access.

Its support includes:

• Needs-based tuition scholarships

• Coach education and development

• Trail and facility improvements

• Capital projects

• Programs and community events

“The ASC Legacy Foundation helps ensure that opportunity isn’t limited by a family’s financial circumstances,” Warren said. “The Foundation helps us keep looking toward the next generation while honoring the generations that built ASC.”

Applications for the Foundation’s 2026–27 needs-based scholarships are currently open through October 17.

Looking toward the next century

ASC will celebrate its centennial in 2028, a major accomplishment for any organization. Warren and the ASC team are focused not just on growth, but investing in facilities, trail improvements, year-round training opportunities and clearer development pathways across all four disciplines. Their goal is to keep ASC accessible, sustainable and relevant for the generations that will carry it into its second century.

“Growth for us isn’t simply about getting bigger,” Warren said. “It’s about creating more opportunities for people to experience mountain sports and making sure ASC remains accessible and sustainable for future generations.”

My team at Peak Digital Studio and I were recently fortunate to work with ASC to modernize its website and make the organization’s many programs and opportunities clearer and easier to access online. Working closely with Amy, Inger and the rest of the team gave us a better appreciation for just how much ASC encompasses.

What might look from the outside like a ski club is really a network of athletes, families, coaches, volunteers, donors, trails, facilities and traditions, all working together.

For anyone interested in joining that tradition, ASC will host a community open house on September 20 from 1 to 3 p.m. at the Training Center.

The afternoon is expected to include a Dryathlon relay, a coach Q&A and a walk along the Nordic trails highlighting improvements completed over the summer. It is an opportunity for families and other community members to explore the facility, learn about the programs and find ways to participate as athletes, volunteers or supporters.

Winter registration is also open for Alpine, Nordic, snowboard and biathlon programs. Program prices are scheduled to increase by $150 after October 6 at 11:59 p.m.

It takes a hearty person, and a hearty organization, to survive on Donner Summit. Community and a multigenerational commitment to ASC’s mission have sustained it for nearly 100 years.

Perhaps ASC’s defining achievement is not simply that it has survived on the Summit, but that generations of people have continued to return, give back and bring someone new with them.

Downtown parking changes go before Town Council today

Truckee is proposing a consolidated set of Downtown Parking District rules, updating maps, permits, and policies that haven’t been comprehensively refreshed since the district was established in 2005. The proposal would keep Value Zone parking at $1 an hour, raise Priority Zone parking to $2.50 an hour, and establish an overnight parking permit program.

Help shape Truckee’s walking and biking network

The Town is developing a new Active Transportation Plan to guide future investments in walking, biking, trails, and other ways of getting around without a car. Residents can take the public survey or apply for one of seven community seats on the stakeholder committee. Statements of interest are due Friday, September 18.

Truckee candidate forums announced for October

The 2026 candidate forums will take place at Truckee Town Hall on October 6 and 8, with free admission and broadcasts available. The first evening covers Measure P, TTUSD, TDPUD, and Truckee Fire; the second covers Town Council, Tahoe Forest Hospital District, TDRPD, and Sierra College. Submit questions to Jessica Penman by September 25.

Sunnyside outlines its next chapter

Sunnyside’s renovation plans include improvements to the lodge, expanded private dining space, and a larger kitchen. Mark Estee’s Local Food Group will take over restaurant operations, while property ownership remains unchanged. The remodel is expected to begin in October and take about six months, with reopening projected for April 2027. For anyone worried about menu changes: the fried zucchini is staying.

Zenergy adds a new lounge in Truckee

Zenergy Massage & Wellness has opened its Zensory Lounge & Spa at 11836 Donner Pass Road. The space offers infrared sauna, red light, salt, and sound experiences, with private sessions for individuals and groups of up to six. It also features a forest-inspired mural by local artist Amanda-Lynn.

Solar savings program opens for eligible NV Energy customers

Applications for NV Energy’s Expanded Solar Access Program are open through October 31. The program gives income-qualified residential customers access to discounted solar energy without installing rooftop panels. Current participants also need to recertify by the deadline. Eligibility details and applications are available through NV Energy.

Warmer weather returns through midweek before temperatures drop heading into the weekend. The National Weather Service’s Truckee forecast, updated Tuesday morning, calls for:

• Today (Tuesday): Sunny, high 78°F, overnight low 46°F.

• Wednesday: Mostly sunny, high 83°F, overnight low 47°F.

• Thursday: Mostly sunny, high 80°F, overnight low 46°F. Afternoon gusts up to 20 mph.

• Friday: Sunny, high 75°F, overnight low 45°F.

• Saturday: Sunny and breezy, high 67°F, overnight low 39°F.

• Sunday: Sunny, high 66°F, overnight low 40°F.

Truckee’s forecast remains dry. NWS Reno’s regional discussion puts the better Thursday shower chances south of Highway 50 and along the eastern Sierra, with increasing winds later in the week. Pack an extra layer for weekend evenings.

FISHING REPORT

In its latest September 2 report, Four Seasons Fly Fishing reported that cooler water had improved fishing on the Truckee River, with fish responding to several different approaches:

• Dry/dropper rigs remained a first choice, with smaller insects keeping fish interested at the surface.

• Streamers were getting more attention again, alongside productive nymph fishing.

• Timing was changing: cooler mornings could mean a slower early bite, so the earliest start wasn’t necessarily the best.

The Truckee Town Council approved a Town-provided construction loan for the 12-unit deed-restricted Edmunds Loft project on Town-owned land at 11860 Edmunds Drive. It’s the first development to move forward under Truckee’s Homegrown Housing Program, and construction can begin this season.

Truckee Railyard hotel appeal denied by Town Council, project moves forward

Town Council unanimously upheld the Planning Commission’s approval of Common Pine, a project with 60 hotel units, 17 residential units, a rooftop pool, and commercial space at 10108 Truckee Way. Minor amendments were added to the parking conditions, including a required parking management plan before permits are issued.

Cal Neva to reopen late 2027 as Lake Tahoe Proper Resort & Casino

The Crystal Bay landmark is fully financed (a $298 million package closed in April) and on track to reopen with 197 hotel rooms, racket and pickleball courts, and a spa pool after 13 years of closure.

Watershed Council repairing stretches of Donner Creek impacted since the 1800s

The Truckee River Watershed Council is breaking ground on three restoration projects addressing 3,200 feet of Donner Creek, restoring 1.3 acres of habitat, and improving flood protection from land-use changes dating back more than a century.

30th annual Tahoe Summit looks toward the lake’s next chapter

Political leaders, tribal representatives, scientists, environmental organizations, and community members gathered at Sand Harbor last week for the 30th annual Lake Tahoe Summit.

Since the first summit in 1997, more than 80 organizations participating in the Lake Tahoe Environmental Improvement Program have completed over 900 projects focused on water quality, wildfire resilience, habitat restoration, transportation, and recreation. Climber Tommy Caldwell delivered this year’s keynote address.

Tahoe Forest opens new North Shore Clinic

Beginning Aug. 31, Tahoe City primary care appointments will move to a newly renovated clinic at 3190 Fabian Way. The facility will have two dedicated primary care providers and a rotating schedule of specialists.

The clinic will be open Monday through Friday from 8 a.m. to 5 p.m. and is accepting new patients. Tahoe City Urgent Care will remain at 925 North Lake Blvd.

USDA proposes rescinding the national Roadless Rule

The U.S. Department of Agriculture has filed a proposed rule that would rescind the 2001 Roadless Area Conservation Rule, which currently restricts road construction and development across more than 44 million acres of national forest land.

The administration says removing the rule would give local forest managers more flexibility to address wildfire risk and forest health. Environmental groups argue that the change could expose undeveloped forests to logging, road building, and industrial activity. Public comments are open through Sept. 21.

New 18-hole disc golf course planned for Truckee

The proposed Polaris Disc Golf Course would be built on Truckee Donner Land Trust property near Old Greenwood and Interstate 80.

The project brings together the Land Trust, Truckee-Donner Recreation and Park District, Truckee Recreation and Park Foundation, and the newly formed Truckee Disc Golf Club. The course is still in the design phase, with fundraising and additional planning ahead.

TDPUD prepares Truckee for new water conservation targets

FISHING REPORT

The Aug. 20 report from Four Seasons Fly Fishing says conditions on the Truckee River remain similar to the past few weeks.

Flows were approximately 282 cubic feet per second above Truckee and 488 cubic feet per second at Boca Bridge when the report was published. Water above Boca has been reaching 67°F to 68°F by noon, while the river below Boca has generally remained cooler until later in the afternoon.

Mornings remain the best time to fish. Carry a thermometer, look for cooler sections, and give the fish a break as water approaches 68°F. Smaller flies, longer leaders, and lighter tippet can help as the season progresses. Midges, small baetis, caddis, dry-dropper rigs, and early-morning streamers are all producing.

Talbot Fire reaches 95% containment

The fire has been held to 93 acres with no structures damaged or destroyed. Incident command transitioned back to Tahoe National Forest Monday morning, and crews are continuing mop-up, patrol, hazard-tree removal, and suppression repair work.

All evacuation warnings and fire-related forest closures were lifted. Firefighters and equipment will remain in the area, so use caution if traveling near French Meadows Road.

Boatworks Mall enters Chapter 11 reorganization

Boatworks at Tahoe LLC filed for Chapter 11 bankruptcy Aug. 11, one day before a scheduled foreclosure auction. The filing allows the owners to pursue a reorganization plan while keeping the Tahoe City mall open.

The bankruptcy adds another chapter to the uncertainty surrounding the property and its potential mixed-use redevelopment.

Independent Castle Peak avalanche report released

Blackbird Mountain Guides released an independent preliminary investigation into the Feb. 17 avalanche near Castle Peak that killed six clients and three guides.

The report was prepared by avalanche professional Don Sharaf using weather data, GPS tracks, guide records, and firsthand interviews. It found that the group was in low-angle, treed terrain when struck and that GPS data suggested multiple attempts to cross a creek and move farther from the avalanche runout zone.

The report does not represent the conclusion of the ongoing government investigations.

Tahoe-Truckee Sanitation Agency launches major treatment plant modernization

The Clean Water Revitalization Project will replace aging wastewater infrastructure and introduce more efficient treatment technology. The multi-year project is intended to improve reliability, reduce chemical use, increase energy efficiency, and continue protecting water quality in the Truckee River.

Design is expected to take approximately two years, with construction continuing into the early 2030s.

Nevada County Fire Safe Council cancels two major projects

The Deer Creek Canyon Shaded Fuel Break and Home Hardening and Retrofit programs will not move forward because of reimbursement problems and uncertainty surrounding future state and federal funding.

The council is also closing its office for the time being. Volunteers plan to continue limited services, including defensible-space advisory visits and support for Firewise communities.

Early winter forecast favors a strong El Niño

OpenSnow’s first look at winter 2026-27 highlights the possibility of a historically strong El Niño. The early outlook favors above-normal precipitation for California and Nevada, with January through March potentially offering the most active stretch.

Long-range winter forecasts carry plenty of uncertainty, especially this far out, but that won’t stop me from being excited.

North Tahoe Chamber opens applications for 2027 event funding

Event producers can apply for funding for qualifying 2027 North Lake Tahoe events through Sept. 15. A free application workshop will be held Thursday from 4 to 5:30 p.m. at the Kings Beach Visitor Information Center.

The latest report from Four Seasons Fly Fishing says cool nights are helping keep the Truckee River fishable during the first half of the day.

The upper sections between Tahoe City, Donner Creek, and Boca are reaching 67°F to 68°F by noon. Below Boca, temperatures have generally remained suitable until around 4 p.m. The Little Truckee has been cooler, with good temperatures for fishing throughout the day.

Mornings are the best bet. Carry a thermometer, move to cooler water as temperatures rise, and stop fishing once the river approaches 68°F. Dry flies and dry-dropper rigs remain productive, with smaller midges, caddis, BWOs, and Tricos in the mix.

Placer County restarts planning for the Dollar Creek Crossing site

The county is reopening the 11-acre site near Tahoe City to a competitive development process after its agreement with Related Companies expired June 30. A new request for proposals is expected in 2027.

Investigators document 28 poisoned trees at Burnt Cedar Beach

The Washoe County Sheriff’s Office believes three tree-poisoning incidents in 2022, 2024 and 2026 are connected. Sixteen pine trees were affected this year, bringing the total to 28 and the estimated damage to $300,000. Secret Witness is offering a $1,000 reward for information leading to an arrest and prosecution.

Arrest made in the Crystal Peak wildfire investigation

A Reno woman was arrested Aug. 5 after investigators determined that a vegetation fire near Crystal Peak Mine in Dog Valley began at her campsite. She was booked on suspicion of unlawfully causing a fire on forest land and additional drug-related charges. Crews brought the fire under control.

Gateway Park environmental review opens

Placer County has started environmental review of the proposed Gateway Park near Emigrant Gap. The project includes a nature center, community park, lake access, trails, snow play and 50 overnight cabins and treehouses. Public comments on the scope of the environmental review are due Aug. 31.

TDPUD launches its water conservation campaign

California’s new conservation rules begin Jan. 1, 2027, with community-wide targets for indoor use, outdoor irrigation and water loss. Compliance will be measured across the Truckee community, not household by household, with no individual monitoring or fines. TDPUD is also expanding education and rebate programs to help customers reduce water use.

TRAIL REPORT

Summer trail conditions are in full effect. Plan early starts Monday and Tuesday to avoid the hottest part of the day, then watch for fast-changing skies and afternoon thunderstorms beginning Wednesday.

Truckee Trails is continuing work on the 1.2-mile North Bald Mountain Connection in the Sawtooth network. The new section will connect with the Back-cut Trail completed last fall.

On the West Shore, the Meeks Ridge Trail is now fully funded for the 2026 construction season. The project is approximately 75% complete, with crews working through the final technical sections toward Lost Lake.

Forest restoration projects may temporarily affect trails and roads around Alder Creek, Highway 89 and Alpine Meadows. Check the current project and closure map before heading out and follow all posted closure signs.

Dry-fly fishing remains productive, with midges, caddis, BWOs and tricos in the mix. Smaller flies and lighter tippet may help with increasingly selective fish.

The Little Truckee was running at a lower seasonal flow of approximately 47 cfs, with cooler water temperatures of 54-56°F during the middle of the day. Fish are looking up, but the lower flows make careful presentations and extra space between anglers especially important.

Boatworks Mall Heads to Auction

Two of Tahoe City’s largest commercial properties face uncertain futures at the same time.

Boatworks Mall is scheduled for public auction in Roseville on August 12 after owner MJD Capital Partners defaulted on its $14 million loan. Tenants told Moonshine Ink they received little information from the owner about the foreclosure, while the building has experienced vacant storefronts and reduced maintenance.

Jake’s on the Lake still plans to close in October after 48 years unless a new owner presents a compelling path forward.

Next door, the former Safeway building has remained vacant since last October. The property is reportedly being offered with a deed restriction preventing another grocery store from operating there, despite interest from other grocers.

Kings Beach Parking Lots Close Tuesday Through Friday

All six Placer County-managed parking lots in Kings Beach will close at 7 a.m. Tuesday, August 4, for sealing and restriping. They are expected to reopen at 7 a.m. Friday, August 7.

The closure includes the West End, Rainbow, Brook Avenue, Christmas Tree, Minnow Avenue, and Salmon Avenue lots. Vehicles must be removed before the closure begins or may be towed.

Visitors and employees should allow extra time, find alternative parking, or use transit. A dedicated TART Connect vehicle is serving downtown Kings Beach between the Safeway parking lot and Beaver Street.

Measure P Placed on November Ballot

Voters throughout the Tahoe Truckee Unified School District will see Measure P on the November 3 ballot.

The measure would renew the district’s expiring $148 annual parcel tax with a $40 increase for nine years, plus annual inflation adjustments. It is expected to generate approximately $7 million annually for programs, teachers, class sizes, and career preparation.

Measure P requires approval from two-thirds of voters. Arguments for and against the measure are due to the Placer County Elections Office by 5 p.m. Friday, August 7.

New Youth Center Planned for Incline Village

The Boys & Girls Club of North Lake Tahoe is planning a major expansion in Incline Village after receiving two buildings, renovation funding, and operational support from the Dave & Cheryl Duffield Foundation.

The new Duffield Center for Great Futures will include year-round early childhood care for infants as young as six weeks through age 5, plus a teen center for students in grades 6–12. Early plans for the teen space include a fabrication lab, e-gaming area, digital journalism studio, and café.

Construction is expected to begin in spring 2027, with the goal of serving local families by early 2028.

Coldstream Canyon Restoration Is Underway

The Truckee River Watershed Council has started work on the Coldstream Canyon Lower Floodplain Restoration project along Cold Creek, just east of Donner Lake.

The project will reconnect approximately 1,600 feet of creek with its floodplain, create 3.2 acres of floodplain habitat, and restore another 1.9 acres of riparian habitat. The work is intended to reduce erosion, improve water quality, and create better habitat for native plants and wildlife.

The nearby Legacy Trail will remain open, although temporary traffic control may be needed. Work is expected to finish this fall.

TDPUD Prepares for New Water Conservation Rules

Truckee Donner Public Utility District has launched a community conservation campaign ahead of new statewide water-efficiency requirements that take effect January 1, 2027.

The state’s residential indoor target is 47 gallons per person per day, along with reductions in outdoor irrigation. Compliance will be measured across the community rather than household by household, with no individual monitoring or fines.

TDPUD is also developing new conservation rebates and encouraging residents to replace traditional lawns, repair leaks, and use more efficient irrigation.

Placer County launches I-80 Corridor Safety Initiative

Placer County Supervisor Cindy Gustafson is convening transportation, public safety, fire, and legislative partners to address serious incidents involving commercial vehicles along Interstate 80.

The announcement follows a July 20 crash near Baxter where a commercial truck reportedly suffered catastrophic brake failure and struck approximately 10 vehicles. One patient was airlifted and nine others were transported by ground ambulance.

Truckee Fire approves Central Truckee WUI Phase 2

Forestry operations are scheduled to begin in August across approximately 269 acres above Meadow Park and near Gateway, Coyote Moon Golf Course, Trout Creek, and Northwoods Boulevard. Some work will be visible from Donner Pass Road.

The project is intended to reduce hazardous fuels and improve wildfire resilience near central Truckee neighborhoods. Truckee Fire will host a virtual community meeting Tuesday, August 4, from 4 to 5 p.m.

TCPUD asks community to weigh in on indoor recreation options

Tahoe City Public Utility District has opened a community survey on three possible recreation facility concepts for the Tahoe City Community Center property at 401 West Lake Boulevard:

• Indoor gymnasium: $27.6 million, with an estimated annual parcel tax of $196

• Indoor aquatics facility: $49.3 million, with an estimated annual parcel tax of $351

• Combined gymnasium and aquatics facility: $59.6 million, with an estimated annual parcel tax of $424

No project has been approved. The survey will help the TCPUD board decide whether to continue planning, and any new parcel tax would require approval from at least two-thirds of voters. Responses are being accepted through September 7.

Campaign launched for accessibility improvements at Waterman’s Landing

The Tahoe Fund and California Tahoe Conservancy are raising $150,000 for improvements at Patton Landing Beach, also known as Waterman’s Landing, in Carnelian Bay.

Plans include a new accessible boardwalk, picnic area, and facility upgrades intended to improve lake access, particularly for people with disabilities. The beach is also home to adaptive paddling programs. Donations are being matched up to a combined $75,000.

Paul Nielsen named TRPA chief planning officer and deputy director

Paul Nielsen, a 30-year Tahoe Regional Planning Agency employee, has been promoted to chief planning officer and deputy director. He succeeds retiring Deputy Director John Hester and will oversee regional planning, permitting, and environmental improvement programs.

Recology plans to acquire Tahoe Truckee Sierra Disposal

Recology and Tahoe Truckee Disposal Co. have entered into a purchase agreement expected to close this fall. TTDC will continue operating independently until then, with no immediate changes expected to service, rates, collection schedules, or community programs.

Grants and community opportunities

Regional Community Grant Cycle opens August 1

Nonprofits serving Truckee, Donner Summit, Olympic Valley, North and West Shore communities, and the surrounding region can submit one application for consideration by the Tahoe Truckee Community Foundation, Martis Camp Foundation, Martis Fund, and Tahoe Donner Giving Fund.

Applications will be accepted August 1 through 31. Registration for the 2026 Give Back Tahoe campaign also opens August 1.

KidZone Breaks Ground on New Truckee Facility

Worm Project Phase 2 Begins Today

The North Lake Tahoe Fire Protection District and IVGID are beginning Phase 2 of the Worm Project, a 113.9-acre wildfire-fuels reduction project above Highway 431 in Incline Village.

Olympic Valley Subdivision Receives Approval

Placer County supervisors approved rezoning for the Sierra Family Meadows Subdivision near Olympic Valley Road and Resort Road.

Truckee North Tahoe Jobs Collective Launches

The Truckee Chamber, North Tahoe Chamber, Tahoe Prosperity Center, and Peak Digital Studio have formalized a regional workforce partnership through the newly renamed Truckee North Tahoe Jobs Collective.

The expanded program builds on the former Truckee Jobs Collective and will increase employer outreach, workforce programming, job postings, networking opportunities, and hiring events throughout Truckee and North Lake Tahoe.

The partnership also plans to host two regional job fairs each year, with one in Truckee and one in North Tahoe.

Thousands of Native Trout Released into Meeks Bay

The Washoe Environmental Protection Department and U.S. Fish and Wildlife Service recently released 5,000 Lahontan cutthroat trout into Meeks Bay.

It was the largest release completed through the partnership to date, and several thousand additional fish are expected to be released later this month.

The effort is intended to restore Lake Tahoe’s native trout population and carries particular cultural significance for the Washoe people.

New Fund Supports Truckee’s Cultural District

Following the end of state funding for California Cultural Districts on June 30, Nevada County Arts & Culture has launched a new Cultural District Resilience Fund.

The fund will help sustain arts and cultural programming in the Truckee and Grass Valley–Nevada City cultural districts. A $50,000 lead gift has already been pledged.

Washoe Culture Featured in New Public Art

New public art installations highlighting Washoe culture, history, and language have been completed around the Tahoe Basin, including a prominent installation in Kings Beach.

The artwork brings Washoe stories and language into public spaces and is part of a broader effort to make the region’s Indigenous history more visible.

Free Cardboard Recycling Pilot Opens in Kings Beach

Placer County has launched a free residential bulk-cardboard recycling pilot in Kings Beach.

The program gives residents a convenient place to drop off larger amounts of flattened cardboard that may not fit inside normal curbside recycling containers.

Freeride Is Heading to the Olympics

Freeride skiing and snowboarding will make their Olympic debut at the 2030 Winter Games in the French Alps.

It is a major milestone for the sport and especially relevant here in Tahoe since we produce the best freeride skiers in the world!

New Airport Parking Lot Opens July 21

Reno-Tahoe International Airport will open a new Park & Walk parking lot on July 21.

The 560-space lot is located at 2555 Aviation Way and will cost $16 per day. Travelers should plan for a roughly 10–15-minute walk to the terminal, as shuttle service will not be provided.

Savoie Opens in Tahoe City

After seven years and a near-complete rebuild of the century-old Pfeifer House, Savoie opened July 1 in Tahoe City.

TDPUD Urges Wildfire Outage Preparation

With wildfire season underway, Truckee Donner Public Utility District is asking residents and visitors to prepare for potential wildfire safety power outages that could last hours or several days.

Even if we are not in a major heat wave, wind and dry fuels can still create utility-related fire risk. This is a good week to check backup batteries, flashlights, medications, garage door access, refrigerator plans, and household communication plans.

Truckee Fire Funds Five Wildfire Prevention Projects

Truckee Fire approved $418,853 in Measure T Community Wildfire Prevention Grants for five local projects, with matching funds bringing the total investment to more than $554,000.

Projects include deck hardening, fuel reduction planning, and forest fuels work across 60-plus acres in Ponderosa Palisades.

Golden Mussel Inspections Are Working, But Close Calls Continue

Tahoe officials say six boats have already been caught attempting to launch illegally this summer without proper inspection seals. Inspectors have also intercepted boats carrying golden mussels before they could launch in Tahoe.

Golden mussels threaten Tahoe’s water quality, beaches, recreation economy, and shoreline infrastructure. • Highway 267 and other Tahoe Basin road projects are underway. Expect seasonal construction and possible one-way traffic control around the region. Check Caltrans before heading between Truckee, Kings Beach, Tahoe City, and the lake.

• Golden mussels nearly reached Tahoe. A boat headed for the lake was recently intercepted with golden mussels, a serious invasive species threat. Clean, drain, and dry your gear.

El Niño Is Here, But "Super" Is Still a Forecast

NOAA has confirmed El Niño conditions in the tropical Pacific, and OpenSnow is watching the possibility of a very strong, possibly "super," El Niño later this year.

This is of course not a guarantee of a major winter. El Niño can tilt the odds in certain directions, but every winter plays out differently. The main takeaway for now is winter signals are worth watching, but we still have a long way to go before calling the season.

Fire Restrictions Are In Effect

Truckee Fire’s campfire and charcoal ban is now in effect as of June 15, and other regional agencies have implemented seasonal restrictions as fuels dry out and wildfire risk increases.

Wood-burning fires, charcoal barbecues, and solid-fuel outdoor cooking are restricted. Gas grills, propane devices, and pellet grills are typically still allowed, unless a red flag warning or stricter local rule is in effect.

TDPUD Approves Electric System Investments and Small Summer Power Charge

Truckee Donner PUD’s board approved several utility updates at its May 6 and June 3 meetings, including the next phase of the Martis Valley Substation Modernization project and electric system hardening work along key parts of the distribution system, including areas east of Highway 267 near Glenshire Drive and within the Sierra Meadows area.

The board also accepted its fiscal year 2025 audited financial report, approved the 2025 Water Utility Annual Consumer Confidence Reports, and approved a first-quarter 2026 Power Cost Adjustment. That adjustment adds $0.0019 per kilowatt-hour to June, July, and August electric bills, which TDPUD estimates will increase the average residential bill by about $0.86 per month.

Golden Mussels Nearly Reached Tahoe

A boat headed for Lake Tahoe was recently found carrying golden mussels, a fast-spreading invasive species that could cause major ecological and infrastructure damage if established in the lake.

Tahoe’s boat inspection program appears to have done exactly what it is supposed to do here, but this is also a reminder for everyone bringing gear to the lake: clean, drain, and dry everything. That includes boats, kayaks, paddleboards, inflatables, fishing gear, and anything else that has been in another body of water.

Cold Water Safety Reminder

A 25-year-old man recently drowned near Hidden Beach on Lake Tahoe’s north shore. It is a heartbreaking, all too regular reminder that Tahoe and other high elevation lakes and rivers can be dangerous even on warm, beautiful days.

The lake stays cold well into summer, and sudden immersion can cause cold shock, panic, and loss of swimming ability. Wear a life jacket, swim with a buddy, and watch the wind.

Truckee Fire Lawsuit Against Placer County Continues

Truckee Fire is suing Placer County over a long-running property tax dispute tied to fire service in parts of Martis Valley. The district says it has provided fire and emergency services to certain areas for decades without receiving the corresponding property tax revenue.

• Fire restrictions are in effect. No wood fires, charcoal barbecues, or solid-fuel outdoor burning where restrictions apply. Check your local fire district before lighting anything. Obviously no fireworks ever.

• Check road conditions before driving. Summer roadwork is active around Tahoe and Truckee, including SR-267 and SR-89 projects. Use Caltrans QuickMap before heading out.

• Clean, drain, and dry your gear. Golden mussels and other aquatic invasives are a serious threat to Lake Tahoe. This applies to boats, kayaks, paddleboards, inflatables, fishing gear, and anything else that touches the water.

• Wear a life jacket. Tahoe, Donner, and the Truckee River can all be cold, fast, and unforgiving. Warm air does not mean warm water.

Sunnyside Restaurant and Lodge is changing hands

Sunnyside Restaurant and Lodge is transitioning from T S Restaurants to Mark Estee and Local Food Group this fall. T S Restaurants has operated Sunnyside since 1987. Estee is a longtime Northern Nevada restaurateur and chef who previously operated Moody’s Bistro Bar & Beats in downtown Truckee and now leads Reno-based Local Food Group, which owns and operates restaurants including Liberty Food & Wine Exchange, Overland Restaurant & Pub, and Great Basin Brewing Company. The restaurant is expected to close Oct. 5 for renovations and reopen April 1, 2027, with updates to the restaurant and lodge rooms.

Truckee Fire sues Placer County over property tax dispute

Truckee Fire Protection District has filed a lawsuit against Placer County, alleging that a 1970s land deal left the district serving Martis Valley neighborhoods, including areas like Martis Camp, Schaffer’s Mill, and Lahontan, with little to no property tax revenue for fire services. Placer County has until July 6 to respond.

CAL FIRE suspends residential burn permits

CAL FIRE has suspended residential outdoor burning permits in the State Responsibility Area of Nevada, Yuba, Placer, and Sierra counties as of 8am Monday, June 15. The suspension bans residential outdoor burning of landscape debris like branches and leaves due to hotter, drier conditions and increasing fire danger.

TTUSD proposes school parcel tax increase

Tahoe Truckee Unified School District is proposing a $40 increase to the local school parcel tax, from $148 to $188, with CPI adjustments. The district board is expected to vote June 24 before the measure would go to voters in November.

Palisades Tahoe says its third winter of managed parking and transportation helped reduce traffic, increase bus ridership, and remove more than 100,000 vehicle trips from the road during the 2025–26 season.

Northstar Bike Park is open for summer

Northstar Bike Park opened for the summer season on June 12, which means lift-served bike season is officially back. The resort is also offering scenic lift access and hiking options throughout the summer. This season also features updates to the bike park, including a refresh of the popular Livewire trail completed in collaboration with trail builder Steve Wentz of Momentum Trail Concepts and the Northstar bike park crew.

Lake Tahoe clarity improved in 2025

The 2025 Lake Tahoe Clarity Report is out. Annual average clarity was 69.2 feet in 2025, up from 62.3 feet the prior year, though still well below the historic average of 97.4 feet. UC Davis researchers are also deploying new imaging technology in 2026 to better understand year-to-year changes.

Boca Forest Health Project starts late June

The Truckee River Watershed Council and Tahoe National Forest are moving ahead with the Boca Forest Health Project near Boca Reservoir. The project will treat roughly 1,940 acres to reduce wildfire risk and protect water supply infrastructure for the Truckee River system.

This week’s local spotlight is a simple one: Tahoe City Farmers Market is back at Commons Beach every Thursday from 8am–1pm through Oct. 22.

It’s one of the easiest summer wins in North Tahoe: shop local produce, grab lunch, stock up on flowers, browse local vendors, and then wander downtown Tahoe City. Bonus points if you do it before the weekend crowds roll in.

WORLD CUP WATCH: TAHOE’S HOME TEAM HITS THE ROAD

SFGATE has a great story this week on the Home Team String Band, a group of longtime Tahoe friends, musicians, travelers, and soccer fans who have followed the World Cup across South Africa, Brazil, Russia, and Qatar. Now that the tournament is in North America, they’ve gone full John Madden bus mode converting an old school bus into a roving World Cup basecamp.

The crew is taking the bus up and down the West Coast during the group stage, with stops tied to watch parties, U.S. matches, and wherever the World Cup party happens to be. It’s a very Tahoe version of soccer fandom: part road trip, part jam band, part adventure rig, part “everyone’s invited.”

Friday’s big one: USA vs. Australia at 12pm Pacific. Our pick for where to watch is Alibi Truckee’s USA Kick-Off with The Detours. Alibi opens at 11:30am, The Detours will play the national anthem before the game, and they’ll play again afterward.

TRAIL / OUTDOOR REPORT

It’s hot, dry, and increasingly summer-like out there. Early starts are the way to go, especially Tuesday through Thursday.

A few quick notes:

• Ride early. The trails will feel a lot better before the heat peaks.

• Bring more water than you think you need. It’s dry, exposed, and easy to underestimate the first real hot stretch of the season.

• Watch for afternoon thunderheads Thursday. Even a small cell can bring gusty wind and lightning.

• Check closures before heading into forest project areas near Alder Creek/89 and Boca.

Golden Mussels Intercepted at Meyers

Lake Tahoe watercraft inspectors stopped golden mussels from entering the lake during an inspection at the Meyers station. This is the second vessel intercepted with the invasive species since golden mussels were first detected in North America in 2024.

Serene Lakes Home Earns Wildfire Prepared Home Designation

A Serene Lakes residence recently earned the IBHS Wildfire Prepared Home designation, making it one of the early certified homes in the Truckee/Donner Summit region.

The homeowner worked with Truckee Fire Protection District to meet science-based standards focused on ember and flame resistance, including defensible space improvements, ember-resistant vents, and a noncombustible zone near the home.
